Why a Broadband Map?

So now there is a national broadband map for the United States, an official government sanctioned one, no less.

Couldn't they have spent a few hundred million on something better than this?

I mean, sure, maps are nice, but why does the government need a broadband map, and were they absolutely sure that it didn't already exist somewhere before spending all that money making it?

Sounds to me like it might just have been another cover for a bigger government project that might not be as acceptable as a simple broadband map.
